    Well done to all the riders from not only Queensland but all states. It was a fantastic weekend with some fantastic riding and some friendships made. It was great to see so many young riders enjoying themselves in their chosen sport. Well done to everyone.

    Further update on horse flu tests - one set of results remaining


    All nasal swabs taken from all 74 horses at the Eastern Creek Quarantine Station – tested at laboratories at Camden and Geelong – have now tested negative for equine influenza.

    This includes new swabs taken after the positive test result and re-testing of the initial five swabs taken during strict quarantine processes on the horses’ entry into Australia.

    The only result outstanding is blood tests from all 74 horses, also being carried out by the Australian Animal Health Laboratory in Geelong, which are expected to be known by tonight.

    These tests will provide a final level of assurance that equine influenza is not present.

    By the end of the process, each of the 74 horses will have been tested at least 14 times through separate processes.

    Further information will be provided when the results of the blood tests are known.

    Minister for Agriculture, Fisheries and Forestry Tony Burke said any potential threat to our quarantine and biosecurity system was of the highest priority.

    Authorities investigating one positive test for equine influenza


    Authorities are urgently investigating an initial positive test for equine influenza taken from a horse in quarantine at Eastern Creek Animal Quarantine Station.

    The positive sample was re-tested last night and returned a negative reading.

    Authorities believe it is likely that the earlier result was a false positive.

    However, they are taking precautions and carrying out further testing in two separate laboratories for final confirmation.

    Two swabs from each of the 73 other horses at Eastern Creek Quarantine Station were also taken early this morning for further testing.

    All previous tests from the 73 other horses have been negative and no horses are showing any signs of equine influenza.

    No horses will be leaving the Quarantine Station until final results confirm they are free of the disease.

    Minister for Agriculture, Fisheries and Forestry Tony Burke said any potential threat to our quarantine and biosecurity system was of the highest priority.

    “Quarantine arrangements for imported horses have been strengthened since the outbreak of equine influenza in 2007, including 24-hour security guards at Eastern Creek and a requirement for close monitoring and strict enforcement of quarantine procedures,” Mr Burke said.

    “The devastation of last year’s horse flu outbreak is still fresh in people’s minds and the Government is taking this issue very seriously.”

    High-level response procedures have been activated, including informing Chief Veterinary Officers around Australia.

    Other quarantine arrangements which have been strengthened since the 2007 horse flu outbreak include the new requirement for imported horses to provide two tests in pre-export quarantine (in their country of origin) and three tests in post-arrival quarantine in Australia.

    Horses are also required to undergo a strict vaccination program for equine influenza in their country of origin.

    The Government received the Callinan Report into the equine influenza outbreak in April this year and accepted all 38 recommendations to strengthen quarantine measures for imported horses.

    Will Ongoing Vaccination Protect The Horse Industry?

    AHIC requests national equestrian community protest top NSW Minsiter of Ag concerning compulsory vaccinations for EI.

    The horse industry and government will convene in Sydney later this month to discuss how best to manage the risk of a possible future Equine Influenza outbreak occurring in Australia.

    "It is our top priority to ensure that appropriate steps are taken to reduce the risk of another EI outbreak. The industry suffered enormous loss and disruption in 2007. The Australian Horse Industry Council (AHIC) is committed to ensuring that the very best risk management framework is adopted to prevent such a crisis occurring in future".

    AHIC President, Dr Barry Smyth said "It is our view that the first line of defence in preventing another EI outbreak is to build and maintain a robust and effective quarantine service".

    "EI is an exotic disease. It does not currently exist in Australia. The most effective and practical approach to protect our industry is to prevent EI from entering Australia in the first place".

    "The Australian Government has taken positive steps to improve our quarantine service since the last EI outbreak. This has been the single most important step in protecting our industry against a future emergency disease outbreak".

    While opinions differ on how best to manage future risk, AHIC does not support ongoing vaccination against EI for certain sectors of the horse industry. "To continue to vaccinate against EI, when it currently does not exist in Australia, can compromise future efforts to eradicate the disease, should it enter Australia", said Dr Smyth.

    "Ongoing vaccination of horses in Australia at this time will do nothing to assist with future eradication efforts, should another outbreak occur. The vaccination model is only appropriate in countries where EI is endemic. The model is not appropriate in Australia where EI does not exist".

    Dr Smyth also noted that "it is ill-conceived that ongoing vaccination will provide an effective risk management strategy for industry. It is not a sensible option – as it will not achieve the objectives that its proponents say it will – which is to ensure business continuity for those vaccinated sectors of the horse industry. Ongoing vaccination will not guarantee this".

    "Rather, ongoing vaccination against EI may compromise Australia’s current EI free status. Our freedom from EI brings huge benefits to industry. Costs of managing the disease are virtually eliminated and we do not endure the disruptions and complications that result from living with EI".

    "The AHIC approach is to support AQIS in its efforts to achieve the very best quarantine service so that Australia remains free of EI and continues to enjoy the benefits of its ‘EI free’ status".

    The topic is of great interest to industry, given the enormous disruption and financial loss which resulted from the most recent outbreak in August 2007.

    AHIC Reaffirms Support for Equitable and Broad Based Levy.

    The Australian Horse Industry Council (AHIC) today reaffirmed its support for an equitable and broad-based industry levy. Such a levy will ensure government assistance for the horse industry in the event of a future emergency disease outbreak.

    AHIC President, Dr Barry Smyth, stated that passage of the Horse Disease Response Levy Bills through the House of Representatives was an important first step to enable the horse industry to become a party to the Emergency Animal Disease Response Agreement (EADRA).

    “Through EADRA, the industry is guaranteed the support and financial assistance of government in sharing the burden of fighting future emergency disease outbreaks” Dr Smyth said. “Successful eradication of emergency diseases also eliminates ongoing disease management costs, providing further incentive for the industry to become a party to EADRA”.

    “The ongoing viability of the horse industry could be compromised by a financially devastating disease outbreak. Involvement in EADRA is like taking out an insurance policy for the industry.”

    Dr Smyth noted that a necessary step for participating in EADRA was to arrive at a suitable levy mechanism, which will enable the horse industry to contribute to part of the costs of future disease responses. The levy is to be set at zero, which means that no levy will be payable until after an emergency disease response is over. The Agreement specifies that industry will be consulted up front about the amount of any levy.

    Legislation regarding a levy was passed by the House of Representatives yesterday, and now has been referred to the Senate Rural and Regional Affairs and Transport Committee for further review and consultation.

    Dr. Smyth said, “AHIC is committed to contributing to this review process. It is an important step in ensuring that the Horse Disease Response Levy Bills provide for the most equitable and appropriate levy for the horse industry.”

    “Our longstanding view has been that the levy must be broad based and that the burden should be distributed across the horse industry, because everybody benefits from disease eradication.”

    “Our objective is to ensure that the final levy mechanism provides for widespread industry participation. The greater the number of participants in the levy scheme, the lower the cost to each individual horse owner.”

    “The Levy Bills currently provide for application of the levy to include ‘registered’ horses. We have communicated our concerns to Minister Burke that this approach might significantly restrict the potential number of levy participants .”

    “AHIC will be recommending to the Senate Committee that it reviews this particular aspect of the Levy Bills, with a view to clarifying these issues.”

    Horse Disease Reaponse Levy Bills.

    The Bills to enable the horse industry to become a signatory to the Emergency Animal Disease Response Agreement (EADRA) are currently before Federal Parliament. Without the protection under EADRA, there is no guarantee of government assistance to the horse industry to respond to an emergency disease incursion.

    AHIC welcomes the current debate on the Bills proposal. The Bills have passed through the House of Representatives this afternoon and will now go for further examination and debate in the Senate later this month. Potentially, there remains a long way to go.

    The federal opposition has stated that it intends to send the Bills to a review committee in the Senate. If this happens, it will provide a further opportunity for industry consultation on the merits of the current proposal. It might also further delay protection of the horse industry should there be an emergency disease outbreak while this examination process is underway. AHIC hopes that any such senate review process would be completed expeditiously.

    The current parliamentary debate is the latest step in the attempts by the horse industry to become a signatory to EADRA. All other livestock industries signed up to EADRA in 2002. The entire process of consultation and implementation of EADRA has taken about 10 years. We hope that the national horse industry will also soon have similar protection to the other livestock industries.

    Games over - Australia does very well

    Typhoon Nuri did not upset the competition schedule, just a number of flights - for people and horses. Two planeloads of athletes and officials received a special welcome in a Qantas hangar on Tuesday morning.

    This was an amazing Games for Equestrian, with many surprises. The organisers and officials are to be congratulated for an overall excellent job, made a little easier when money is no object and volunteers aplenty.     Hendra Virus Advice for Horse Owners & Carers

    Dr. Fiona Thompson BVSc from the DPI has kindly provided an informative document called "Guidelines for Horse Owners and Carers" regarding the Hendra Virus (HeV). This guideline has been produced from several sources including DPI&F guidelines and AUSTVETPLAN. As more is learnt about this tragic virus and disease we hope to update the horse pleasure and performance community with the latest findings as research and development in this area progresses.

    While these guidelines are not meant to be an exhaustive reference for HeV, we hope they will be a ready reference on what we know to date regarding prevention of Hendra Virus infection in horses and humans.

    Australian Individual and Teams Grand Prix Results Update. 

    Canada's Eric Lamaze, riding Hickstead, won the individual jumping gold medal Thursday in a dramatic jump-off in searing heat and humidity as Hong Kong waited for Typhoon Nuri to make a direct hit.

    Conditions for the final jumping round were among the most challenging the riders have faced throughout these Games events, as the Hong Kong Observatory prepared to raise to number eight the typhoon warning signal.

    Sean Rothsey, Chairman and founder of RegMe was in the crowd in Hong Kong and reports a sell out event at Sha Tin Equestrian Centre and saw many familiar faces and RegMe users in the crowd.

    RegMe is used by Dressage NSW for all online registrations for their events and will hold their Championships at Hawksebury Showgrounds from 5 to 9 September.

    Australia has just missed out on the team’s gold at Sha Tin Racecourse in Hong Kong on Tuesday night in the Eventing equestrian competition.

    Monday's cross country left less than one show jumping rail between Australia and Germany, with each nation having riders in the top three individual placings.

    In the end, only 5.1 points - slightly more than one four-point rail penalty in show jumping - separated the Australians (171.20) and the Germans (166.10). Great Britain was in third place on 185.70.

    Ahead of the final match-up, Australia had two riders in the top 10, with South Australian Megan Jones' (IRISH JESTER) score of 51.00, putting her in third place individually behind Germans Hinrich Romeike (50.20) and Ingrid Klimke (50.70).Megan was individually second after a dressage score of 35.4 and 15.6 penalties on XC ( a total of 55.00)

    UK-based Australian Clayton Fredericks (BEN ALONG TIME) was in fourth position on 53.40, with his wife Lucinda (HEADLEY BRITTANIA), and Shane Rose (ALL LUCK) having excellent results in the Dressage and Cross Country phase respectively. Sonja Johnson (RINGWALD JAGUAR) was the fifth member of the team and was placed 9th overall with 58.50 penalties going into the Showjumping phase and Shane Rose had a spectacular fastest cross country time of the Event with 9.2 time penalties, making up for a disastrous dressage score the previous day.

    Germany was hungrier than ever for gold after the controversy that saw the team stripped of the top prize at the Athens Games following the Court of Arbitration for Sport's ruling to uphold an appeal by France.

    Chef d'equipe Rob Hanna said the Australian horses looked as if they had made it through the cross country unscathed.

    PCAQ rolls out online membership system with RegMe.

    RegMe in consultation with Pony Club Association Queensland (PCAQ), have rolled out a new online membership management system that allows every PCAQ club and it's members to manage their club memberships online.

    Having signed a 5 year exclusive contract with RegMe to provide, amongst other things, online event registration, online membership and horse registrations, this is the first stage of a series of customised online modules that will assist PCAQ realise their vision of a fully automated online solution for clubs and members.

    For over 12 months, the management and technnical team at PCAQ has guided the development of this new innovative system. There is nothing else like RegMe in Australia, setting the benchmark for online equestrian management systems. With the online membership system complete and ready to use, PCAQ can be confident of a bright future embracing new technologies that will deliver efficiency and a more streamlined management of club memberships in one easy-to-use system.

    Club members can now apply, pay and renew their club membership fees conveniently online, 7 days a week, 24 hours a day.     EFAQ - Associate/Official competition requirements...

    As a result of discussions with Lesley Sullivan, Chair of the National Dressage Committee, in regard to the recent decision of the EQ Board about Associate membership and Associate/Official Dressage and Jumping programs, the previous advice received is now to be held in abeyance.

    Lesley has requested the Board put their current decision in abeyance so that this matter can be further investigated from an national whole of sport perspective in relation to future membership requirements and the like as it relates to equestrian sports in general.

    In light of this request, the Board of EQ has agreed to put aside their current decision to allow this matter to be progressed nationally.

    As such I wish to advise all Clubs and riders that the status quo in relation to Associate/Official competition requirements will remain as it has previously operated until further notice.

    EFAQ NOTICE RE MEMBERSHIP WITH EQ FOR ASSOCIATE/UNOFFICIAL COMPETITION IN DRESSAGE & JUMPING WHEN CONDUCTED IN CONJUNCTION WITH OFFICIAL COMPETITION

    The Board of Equestrian Queensland introduced Associate Membership for the 2000 competition year to deal with the protection of riders through insurance as well as providing protection to Officials at such competitions.

    This level of membership was to cover ALL riders entering any unofficial classes when conducted on the same program as official classes. Such membership does not relate to or effect riders entering unofficial events at club days or on days where NO official events are being held.

    In both Dressage and Jumping this requirement has not been upheld by clubs/event organisers as would have been expected by the Board – lines have become somewhat blurred.

    As a result of this, the Board has now indicated to both Dressage Qld and Jumping Qld that this practice will stop immediately and ALL riders competing in competitions where both OFFICIAL and UNOFFICIAL classes occur on the same program and on the same day, will have to hold at least Associate membership with EQ to compete. This is effective IMMEDIATELY.

    Failure by a Club or Event Organiser to implement this requirement will result in any Official classes on a particular program when run in conjunction with unofficial classes, to be declared UNOFFICIAL.

    As such, ALL riders competing in future events where both OFFICIAL and UNOFFICIAL classes are on the same program MUST hold at least Associate membership or they are ineligible to compete.

    Any rider needing to take up Associate membership for the remainder of 2008 can do so for $75.00 (including bridle number for the purposes of identification) There is no Joining Fee attached to this membership at this time. Associate membership provides the rider with full personal accident insurance and also ensure Officials are protected especially from a Third Party perspective should a riders horse escape and damage property or the like.

    Should a rider chose to wait til 2009 to take up Associate membership the cost will be considerably more, somewhere in the vicinity of $200, due to the full cost of membership, joining fee and the cost of a bridle number. It is recommended you address this matter now.

    EQ apologises for any inconvenience this decision may cause but this has been done in the interests of riders, officials and club from an insurance protection perspective as well as protecting the intellectual property of the sport.

    On 30 June 2008 RegMe was sold by The Merkin Group to The Cooroy IT Trust, a partnership between programmers, web developers, management and staff of The Merkin Group.

    RegMe operates as trading division the Trust which in turn is managed by BoxRed Pty Ltd. This positions RegMe to continue to build and improve its engine and to continue its expansion into Club Membership and Sporting Association membership modules and the people who run the business own the business and that demonstrates our continuing commitment to all our customers.

    All funds are held in trust for Riders and our Organisers so they are unaffected and there is no change or interuption of business to any of our customers. The terms and conditions that RegMe previously did business under are unchanged.
    It could not be easier!

    Fall of Rider or Horse at an Obstacle results in elimination. Des Hughes Chairman Eventing Queensland announced the following Rule Change to Organisers , Officials and Active Competitors today.

    FEI and National Rule Change:

    Effective 1st August Any fall of Horse or Rider at an Obstacle = Elimination. Rider must be medically examined before any subsequent ride/s.

    Warwick Horse Trials first independent event, held on the 15th and 16th of March at the old Horse Trials grounds at Morgan Park , ran without hiccup. The club worked extremely hard and put in a lot of hours to get their ‘newly improved’ grounds ready for this event and the effort they all put in definitely paid off. The Warwick Horse Trials Club presented a lovely friendly ambiance and I believe all competitors and spectators enjoyed their time.

    There was a lot of competition for the first official ODE of the year and it produced many great results with Kevin McNabb taking the top three placings in the CNC 2 Star class and taking the top two spots in the CNC 1 Star Class followed by Tamara Bondfield in third place.
